Born on a island in the East Blue, child of the Marines, Igor and Mary Tenner, the little Raf was already a perisher. At the Age of 4, he build a sling shot on his own, to hunt the "wild beasts around the town". His biggest Trophy was a 2 KG squirrel, which he shot right between the eyes with a little stone. His Parents had high hopes, in making him a Marine himself.
But at the age of 10, his parents didn't return from an Operation. His grand father was told, they were murdered by pirates. So his grand father took care of him, until he was 18. He then decided to sail through the East Blue and become a Bounty Hunter. Today, he is best known by the name "The Eye", beeing a well known Bounty Hunter in the East Blue.
